The people of the Commonwealth and those who care deeply about health and public policy in general lost a giant over the weekend when Phil Johnston unexpectedly passed away at the age of 80.

Phil was a true public servant. He held a number of important roles in the Commonwealth including, among others, serving as a Massachusetts state representative, Secretary of Health and Human Services for eight years during the Dukakis Administration, and the New England administrator for federal HHS programs appointed by President Clinton. While each of these roles was impressive and important, it was how he approached his work that was truly remarkable.

Phil was a proud progressive who always stood up for those whose voices were not always heard – low-income individuals, people who lacked health insurance coverage, the LGBTQ+ community, people living with HIV and AIDS, people of color, and so many more. Phil was also an enthusiastic “YES” guy – when people asked him for help, he always tried to do whatever he could to assist. At a time when some policymakers and decision makers prioritize what’s best for them and their political careers, Phil’s legacy is a reminder of a policymaker who always wanted to look out for others.

Phil’s generosity also directly extended to Health Care For All (HCFA). He was always willing to take our calls and offer strategic advice about health care issues, policy topics and political opportunities. He was a regular sponsor at our For the People gala. A good example of Phil’s impact came about 10 years ago when HCFA was working through one of its most challenging periods. Phil helped our long-time Executive Director Rob Restuccia and me pull together a small group of leaders who stepped forward to ensure HCFA’s survival, enabling us to continue to advocate for health justice and ensure coverage and access for the people of Massachusetts. I will be forever grateful for his kindness and fierce commitment to our work.

The entire HCFA team is sending our thoughts to Phil’s family during this challenging time. Phil’s legacy will continue to inspire all of us to do everything we can to ensure the people of the Commonwealth have access to affordable, equitable health care.
