THE ORGANIZATION
Health Care For All (HCFA) is a state-based consumer health advocacy organization founded in 1985. HCFA’s mission is to advocate for health justice in Massachusetts by working to promote health equity and ensure coverage and access for all. The organization is recognized as a national leader in its work.
HCFA uses three strategies to conduct its work: direct service, community engagement, and policy and advocacy campaigns. HCFA helps tens of thousands of individuals and families in five languages enroll in and renew their health insurance coverage each year and troubleshoot health coverage issues through a unique, multi-lingual consumer assistance HelpLine. HCFA staff are also in the community working with a diverse group of local community- and faith-based organizations conducting outreach work, education efforts and supporting individuals to share their stories and play a role in policy change. HCFA uses the insights from HelpLine callers and community residents to shape the organization’s advocacy agenda. HCFA policy work is conducted through a health equity lens and strives to make care more equitable, affordable and accessible for everyone in the Commonwealth. HCFA leads and participates in numerous policy advocacy coalitions, and these coalitions bring together a wide variety of organizations to work collaboratively to make meaningful health policy changes. By uniting diverse constituencies, HCFA is able to magnify its policy reach on many fronts.
The organization’s achievements include leading Massachusetts health reform efforts, including legislation in 2006 that was the blueprint for the Affordable Care Act. Today, HCFA spearheads the campaigns and coalitions necessary to improve health care access and affordability, as well as address the many inequities in our current health care system.

POSITION SUMMARY
We are seeking a proactive coordinator who thrives on collaboration and making a tangible impact on the health care needs of Massachusetts residents. The Policy and Project Coordinator will play a pivotal role in advancing HCFA’s mission by providing technical assistance to our Certified Application Counselors (CACs) program. This role also contributes to cross-functional efforts, including support for the community engagement team, policy project coordination and special projects in collaboration with our Executive Director. By empowering community organizations and contributing to HCFA’s policy work, the Policy and Project Coordinator will directly contribute to HCFA’s commitment to health equity.

The Public Programs Coordinator will report to the Senior Director, HelpLine & Public Programs
RESPONSIBILITIES
Certified Application Counselors (CAC) Program Technical Assistance (40%)
- Provide technical assistance to 23 community- and faith-based organizations (CBOs/FBOs). Technical assistance is designed to ensure CBOs/FBOs are supported in their day-to-day operational and programmatic activities, including assistance with financial and programmatic reporting tools and other organizational challenges consistent with the non-profit sector.
- Partner with community members and stakeholders such as MassHealth and the MA Health Connector to ensure residents have access to affordable health coverage via enrollment assistance programs.
- Coordinate enrollment assistance events across the Commonwealth in partnership with CBOs/FBOs.
- Support cross-functional initiatives with HCFA’s policy team such as crafting written testimony and advocating for administrative policy change related to enrollment assistance and public programs.
Policy & Special Projects (50%)
- Conduct research for advocacy campaigns and support the production of reports, fact sheets, action alerts, blog posts, talking points, and other written materials as needed in coordination with the policy team.
- Support the tracking of legislation and budget priorities, coordination of State House literature drops and advocacy days, drafting written testimony, and preparing for public hearings.
- Provide logistical support for campaign and coalition meetings.
- Coordinate with HCFA’s HelpLine and community engagement staff on efforts to collect and record consumer stories that can be helpful to campaigns and the media, as well as engage individuals in advocacy efforts.
- Provide grant proposal and report writing support.
- Support Executive Director with special projects as assigned.
- Perform other duties as assigned.
Community Engagement (10%)
- Provide technical assistance to additional CBO/FBO involved in other HCFA projects, including support with program budgets and contract review.
- Contribute to the on-going monitoring of financial and programmatic CBO/FBO activities to ensure they meet HCFA and grantors’ reporting requirements.
- Contribute to community assessment projects and the production of grant-related and internal reports, PowerPoint presentations and other materials as needed.
- Assist with data collection processes of HCFA’s community engagement team and subgrantee activities. Complete monthly and/or quarterly reports based on the data collected as needed.
MUST-HAVE SKILLS
- 2+ years of health care policy or community outreach and/or organizing experience. Project management experience highly desired.
- Strong written and oral communication skills, including the ability to convey complex information in a clear, culturally competent, and understandable manner.
- Excellent interpersonal communications skills during one-on-one, small group and large group interactions.
- Ability to develop relationships and collaborate with diverse organizations and communities, particularly with underserved and immigrant populations.
- Strong organizational skills and ability to manage multiple priorities with poise and professionalism.
- Ability to work independently and in a team environment.
- Commitment to HCFA’s mission including issues related to diversity, equity and inclusion
OTHER QUALIFICATIONS
- Familiarity with public health insurance programs, policy and the health care environment in Massachusetts is a plus, but not required.
- Ability and willingness to travel to communities in and around the Boston Metro Area.
- Flexibility to work evenings/weekends to attend enrollment assistance or community events as needed.
- Bilingual ability is a plus. Target languages: Portuguese, Spanish or Haitian Creole

SALARY: $52,000 – $56,000 per year
