Health Care For All (HCFA) is a state-based consumer health advocacy organization founded in 1985. HCFA’s mission is to advocate for health justice in Massachusetts by working to promote health equity and ensure coverage and access for all. The organization is recognized as a national leader in its work.
HCFA focuses on expanding health care access, improving quality, and bringing down costs in Massachusetts through its leadership of and participation in numerous policy advocacy coalitions. These coalitions bring together a wide variety of organizations to work collaboratively to make health care changes. By uniting diverse constituencies, HCFA is able to magnify its policy reach on many fronts. HCFA also helps thousands of individuals and families each year to enroll in and renew their health insurance and troubleshoot health coverage issues through our consumer assistance HelpLine. We use the health care access barriers that HelpLine callers report to inform our state-level health advocacy agenda.
The organization’s achievements include leading four waves of broad Massachusetts health reform, including legislation in 2006 that was the precursor for the Affordable Care Act (ACA). Legislation in 2012 resulted in the nation’s first comprehensive law aimed at controlling health care cost growth through adoption of alternative payment methodologies; care coordination; and investments in technology, wellness and prevention. Today, HCFA is leading the campaigns and coalitions necessary to defend the progress we have made in health care access, quality and affordability, while simultaneously working to make improvements on the state level.

HCFA’s office is centrally located in downtown Boston. This position may include weekly travel outside of the office to partner and community offices or meetings depending on the relevant work.
HCFA seeks a dynamic and experienced Chief Operating Officer (COO)to join HCFA’s management team.
This new position at HCFA will partner with the Executive Director and Chief of Staff to run and manage all aspects of HCFA’s administrative operations, organizational budgeting as well as collaborate on the supervision of senior staff. The COO will play an integral role in ensuring excellent collaboration across departments, the continuity and improvement of effective systems and serve as a key representative on behalf of HCFA with stakeholders, consultants, donors and others. The COO will also help to foster organizational unity and a strong organizational culture that is grounded in humility and compassion. The COO is someone with high emotional intelligence and attention to detail that can help to strengthen and support HCFA’s talented staff while also ensuring effective and strategic organizational operations. The right candidate will also be an effective partner of the Executive Director, serving as a strategic advisor and thought partner on organizational and programmatic matters.
The COO is supervised by the Executive Director.
Organizational Leadership and Support to the Executive Director
- Serve as ambassador for HCFA, its core mission and for the people it represents
- Collaborate with the Executive Director to supervise senior staff
- Facilitate discussions with the management team to solve problems, build consensus, and articulate key decision points
- Assist in relationship building with Board members, major donors, program officers from foundations, elected officials, senior leaders of organizations, and other key contacts
- Supervise and oversee the work of the Chief of Staff and the Administrative and Development Coordinator who are responsible for scheduling and administrating weekly management meetings, monthly staff meetings and other meetings as assigned. Step in to handle senior-level or sensitive meetings in collaboration with the Executive Director and/or Chief of Staff
- Record Executive Director lobbying hours and coordinate with policy managers on annual lobbying disclosures
- Participate in HIPPA Compliance activities and management of organizational compliance matters
- Support creation and modification of organizational policies and procedures
- Embrace and support the organizational commitment to employee success through peer support and direct engagement with a special focus on issues relating to diversity, equity and inclusion
- Ensure fiscal integrity of the organization by working with the Executive Director and contract Finance and Accounting staff to develop and monitor a $4m+ organizational budget
- Provide oversight to external Finance and Accounting staff
- Monitor revenue and expenses as well as accounts payable; approve bills and major organizational expenses
- Manage all organizational contracts in collaboration with the Chief of Staff and other managers
- Coordinate with operations and finance staff on timely state filings and accreditations Development
- Oversee and manage development operations
- Review and provide feedback on final grants, reports and budgets
- Provide high-level oversite to development events and activities
- Oversee a $2.6m+ donor and grant portfolio in collaboration with managers and the Executive Director
- Lead and develop budgets for grant proposals in collaboration with managers, the Executive Director and contract finance staff
- Serves as the primary liaison for board members and manages board operations to strengthen communication, interaction, and decision-making
- Identifies emerging internal and external issues, in collaboration with the Executive Committee including the expiration of board member terms, new member orientation materials, historical record keeping, bylaws, board policies, etc.
- Collaborates with Board Chair, Executive Committee, Finance Committee and Governance Committee Chairs, on strategy including board recruitment, meeting preparation and board training. Attends and provides support for Committee meetings
- Manage quarterly board reporting process including setting deadlines for managers; producing draft reports for the Executive Director; and reviewing and disseminating all reports
- Demonstrated commitment to health and social justice
- Minimum 10 years of experience in leadership positions with at least 5 years in executive management; experience in the nonprofit sector preferred.
- Experience and comfort successfully running a medium-sized organization and being accountable for strategy execution.
- Experience and comfort managing and coaching senior-level staff including guiding, developing, and retaining leaders.
- Cross-cultural competency: an ability to understand and effectively communicate with team members from different cultural backgrounds.
- Comfort with a rapid and dynamic working environment where no day may be the same
- Strong support for and alignment with HCFA’s philosophy and mission -demonstrated interest in health equity, public healthand consumer advocacy

- Salary range: $100,000 -$125,000
